　　一. 危险废物意外事故的确认

　　危险废物意外事故是指危险废物在产生、收集、贮存、处理等环节上出现了扩散、流失、泄漏、人员受伤等情况。

　　I. Confirmation of hazardous waste accidentsHazardous waste accidents refer to situations where hazardous waste experiences diffusion, loss, leakage, or personal injury during the generation, collection, storage, treatment, and other related processes.

　　启动本公司事故应急预案处置。

　　二. 危险废物意外事故分级

　　根据危险废物意外事故发生后导致的人员伤亡情况及环境污染程度分为三级：

　　三. 指挥系统与职责

　　人事部负责组织专家及相应的医务人员，做好受损害人员诊断、治疗、抢救和医务人员的个人防护工作；负责紧急处理时家属的安抚工作。

　　The Human Resources Department is responsible for organizing experts and corresponding medical personnel to ensure the diagnosis, treatment, rescue of the injured and personal protection of medical staff; and for comforting the families during emergency handling.

　　环保课负责协调事故现场的监测，以及控制措施效果的评估；负责组织协调现场人员分流、调查采样的安全。

　　The environmental protection team is responsible for coordinating the monitoring of the accident scene and evaluating the effectiveness of control measures. Additionally, they are tasked with organizing and coordinating the evacuation of on-site personnel and ensuring the safety of investigation and sampling.

　　人事部负责保障意外事故紧急处理时所需危险防护用品的供应。

　　The Human Resources Department is responsible for ensuring the supply of hazardous protective equipment needed for emergency handling of accidents.

　　环保课负责危险废物的集中、收集、转贮、防止损失加重。

　　The environmental protection department is responsible for the centralization, collection, transfer, and storage of hazardous waste to prevent further losses.

　　四、危险废物意外事故防范措施

　　1.不同品种危险废物分别存放在不同容器中，不得混合。

　　V. Emergency Response to Accidents

　　Level 1 Response:

　　1.1 Immediate handling at the accident scene, including the recollection of scattered hazardous waste and sampling monitoring if necessary, shall be undertaken by the environmental protection department and the production workshop.

　　1.1.1 若属危险化学废液少量洒漏，立即用水清洗。

　　1.1.1 If a small amount of hazardous chemical waste liquid is spilled, immediately clean it up with water.

　　1.1.2 若属废油少量洒漏，立即用废纸或棉纱擦干净，带油废纸或棉纱集中送到废弃库按危险废物处置。

　　1.1.2 If there is a small amount of waste oil spilled, immediately wipe it up with waste paper or cotton yarn, and collect the oily waste paper or cotton yarn and send it to the waste storage for disposal as hazardous waste.

　　1.2 意外事故报告：48小时内向卫生局、环保局主管部门报告调查、处理、抢救工作情况，由总务课负责。

　　3. 1.2 若属废油大量洒漏，（导致厂区环境污染200㎡以上），立即用棉纱吸收废油，然后用大量沙土吸收废油，然后用木粉擦干净带油地面，产生的带油木粉或沙土送到废弃物指定地点按危险废物处置。

　　3.1.2 If a large amount of waste oil is spilled (resulting in environmental pollution of over 200 square meters in the factory area), immediately use cotton yarn to absorb the waste oil, followed by a large amount of sand to absorb it. Then, use wood powder to clean the oily ground, and dispose of the oily wood powder or sand at the designated waste disposal site as hazardous waste.

　　事故现场严禁无关人员进入，注意现场禁带火种。
